PPM means "parts per million" or parts per million by volume (ppmv). It's the unit scientists use to measure the concentration of carbon dioxide in the atmosphere.
Another meaning is "people powered movement." This alternate meaning comes from Bill McKibben, co-founder of 350.org. By this, McKibben is talking about the movement that is working to build an economy that is properous without planet-heating carbon emissions.
